Budget 2016: Spending the surplus #4 – Lo Wai-kwok (盧偉國)

I think initiatives related to innovation and technology should be the focus of the upcoming Budget, just as the Chief Executive did in his Policy Address. In particular, I hope the Financial Secretary will set a tax deduction of three times for start-ups in the field of innovative and scientific research.

As the legislator representing the engineering sector, I hope the FS will give a clearer picture as to what the “Hong Kong 2030+” strategy can deliver. The Government so far outlined seven infrastructure projects but the strategy is yet short of details. Instead of handing out one-off reliefs, the Government should make policies that will facilitate Hong Kong’s long term growth its priority.
