Research Council appoints Jockey Club director & Princess Margaret Hospital doctor
Director of the Jockey Club School of Public Health and Primary Care of the Chinese University of Hong Kong Professor Yeoh Eng-kiong (楊永強), and Consultant Physician of the Department of Medicine and Geriatrics of Princess Margaret Hospital Dr Yu Wai-cho (余衛祖) have been appointed to the Food and Health Bureau’s Research Council for a term of two years, effective from October 1, 2015.
The two will replace Professor Sian Griffiths (葛菲雪) and Dr Patrick Li Chung-ki (李頌基), who have each served for six years on the Research Council.
15 serving members were also re-appointed with the same term conditions.
High Court justices and district judge promoted
Mr Justice Jeremy Poon Shiu-chor (潘兆初) and Mr Justice Derek Pang Wai-cheong (彭偉昌) were appointed as Justices of Appeal of the Court of Appeal of the High Court, with effect from September 21, 2015, while Judge Bruno Chan (陳忠基) was appointed as the Principal Family Court Judge, with effect from September 17, 2015.
Joining the Judiciary as Magistrate in 1993, Mr Justice Poon has since served in multiple Judiciary positions, most recently as Judge of the Court of First Instance of the High Court, handling high-profile cases with fellow judge and appointee Mr Justice Pang, such as Nina Wang’s forged will case involving feng shui master Peter Chan. He was also the Returning Officer for the chief executive election of 2012 who announced the election of current chief executive CY Leung with 689 votes.
Mr Justice Pang joined the Legal Department (now the Department of Justice) as Crown Counsel in 1987 and was promoted to various positions in the following two decades. Appointed as the Judge of the Court of First Instance of the High Court in 2009, he has overseen multiple cases involving activists and protesters being charged with injunctions.
Judge Chan worked in private practice between 1982 and 1995 and was appointed as District Judge in 1995 prior to his current appointment as Principal Family Court Judge.
33-year-old Regina Ip disciple to become youngest under-secretary ever
Ronald Chan Ngok-pang (陳岳鵬) was appointed as Under Secretary for the Constitutional and Mainland Affairs Bureau, with effect from September 21, 2015. He fills the gap left by Lau Kong-wah (劉江華), who was recently appointed Secretary of the Home Affairs Bureau.
Previously serving as a Southern District Council member for the Pok Fu Lam constituency from 2008 to 2010, Chan has been viewed by many as the disciple of Regina Ip Lau Suk-yee (葉劉淑儀), chairperson of the New People’s Party. He co-founded a think tank called Savantas Policy Institute with Ip in 2006. In 2007, he was elected to the District Council with Ip’s help and also aided her failed Legislative Council by-election campaign against Anson Chan (陳方安生).
Appointed as Assistant to the Chief Executive’s Office from 2010 to 2012, he was then promoted to serve as Political Assistant to the Secretary for Constitutional & Mainland Affairs later in 2012.
The 33-year-old will become the youngest under-secretary ever to serve in the Hong Kong government.
