I don’t think the Government should give out any more one-off payment to the people. It has been spending too much on those measures instead of really focusing on the city’s long term economic growth and competitveness. It is creating an entitlement culture in the society that is bad for the economy.

Hong Kong’s regulatory regime is working fine, as you know we have just been named the freest economy in the world again. So is our education system. In fact, education spending has grown the fastest since 1999. So, if there is a windfall, I think the Government should simply give it back to the middle class, to those who paid the taxes.
